Even though cell formatting is applied in rtf, values in .xls not coming as per requirement

Hi All,
Please find the attachment.

As you can see value of column RM Id/Name and other columns values are coming in the bottom even though the cell formatting is applied in the rtf.
Business requirement is to get the values in the middle of the cell.

any help will be greatly appreciated.
