Report Manager -> Repository Management

I am currently on 11.5.10.2.  I have noticed in other notes that there is a way to maintain the repository in the Report manager responsibility.  I however am not able to the see the repository management function in the report manaager responsibility. What am i missing that is not allowing me to see this function within the report manager menu?
