NLS patch 9374551 for FRC is failing

 Apps 12.1.1
Issue only with FRC. Applied  ESA and ZHS language patches without an issue. Tried downloading the FRC patch again and applying but still had the same error. 

file XLIFFImporter.class on worker  3 for product fnd username APPLSYS.
