Has anyone created a Tag Table for Employee Master to house address and phone for employees

We are trying to find a way to restrict users from seeing the address and phone numbers of the managers above them in the organization.  These users and the managers are not in the same company or business unit.  I was thinking if we are able to populate a tag table with the address and phone numbers, then we would be able to apply the same security as we have for the employee master table itself. 

What other recommendations does anyone have?
