Installing patch 8626084 with OUI and getting an error on file libiverel23.so

while installing patch 8626084 with OUI and getting an error on file libiverel23.so  I get an eerror in writing file error. I have everthing shut down on the apps server but it appers that  something has thsi locked. any suggestions. I will attach a screen shot.
