Need to Change the Accrual reset date to the first pay period start date

Hi,

 I think this is a common requirement.

Currently, Our Accrual plan is set in such a way that each employee gets 24 hrs of floating holiday start of every year(Not clear on this) .

In our accrual plan the payroll balance reset date is 1 jan and also there is a balance dimension _ASG_PTO_DE_YTD.

Now I want the Accrual to get reset on 17-DEC-2012 which is the first pay period of 2013.

Also tell me whats the difference between payroll balance and accrual balance.

How can I view payroll balance.
