Bulk Request Order Does not have all Delete Action Code Line items

On the vanilla 8.1.1.2 SIA application when I run a bulk request with a Modify action set and actions to delete a number of child products from a root product asset then the order only incorrectly only  1 line item with a Delete action code. There is no exception recorded. The same delete actions in the application UI for a Modify installed asset, produces the correct number of line items with a Delete action code.

 

Is this a know defect or the expected behaviour?
