error APP-FND-01048 when updating price on an item in a BPA

I get the following error when trying to update a price of an item on a BPA.  everything i have found says the item is inactive.  I have checked the item and it shows active.  What other issues could be causing this error?

APP-FND-01048: Use of this combination restricted by WHERE clause ' ( (purchasing_enabled_flag = 'Y' )                                         and ('BLANKET' = 'BLANKET'                                               or bom_item_type not in (1,2))                                         and ( nvl(outside_operation_flag,'N') = nvl('N','N')                                              or 'N' IS NULL ) )  '.
