Cannot find ledger when create tax account

Hi,

I use R.12.1.1. and I have more than one ledger. I was setting up account setup manager for new ledger. I was assigning BSV to ledger and legal entities. But, when I want to create tax account for new ledger I cannot find the value (new ledger) in LOV. Can anyone tell me what's exactly problem?
