Polling of DB adapter in Oracle 10g HA cluster environment for Singleton BPEL

We are using  a DB based scheduler which polls every 30 mins and then creates a instance which call other BPEL services.

We are in cluster environment of two nodes and we see two instances after the polling interval in two set of times.Example 6:11,6:24 then after 30 mins as 7:11,7:24 .

We want the BPEL to behave in a singleton fashion only one instance to come up after the polling interval. We are having DB adapter in active- active fashion.
