single shipment using order release with stops-regarding

Hi,
   
 Actually i have two questions:

1.) This is the first one.
 
           Under ORDER RELEASE menu there is submenu called ORDER RELEASE WITH STOPS. In that i have two order releases and in ORDER STOPS tab i have three stops. If i generate MULTI - STOP shipment using bulkplan option it generates two shipments instead of one shipment.
           I dont know what is the problem. Is there any parameter set available for this order release with stops or my configuration is wrong. please tell me how can i create single shipment for multiple order releases. (i want to use ORDER RELEASE WTIH STOPS only)
