Hi Brenda : Welcome to the new EBS Patching community :-)

This thread will address your following question -

I'm trying to access patches listed in patchsets.sh output. These are patches that are listed as being above our "running level" and when I try to access them via patch depot on support.oracle.com, I can't find them. Any ideas?

pa         R12.PA.B.3(9246515)       R12.PA.B.3(9246515)       R12.PA.B.4(13964340)      Patch-Released          

When I search for patch 13964340, I am unable to find it in patch depot.
