Generate New Database fails with SBL-GDB-00004: Error in Main function.

We're running Siebel 8.1.1.7.  I am attempting to run the Generate New Database job.  I have tried to run it through both the thin client and the srvrmgr command line.  However it keeps failing with the following errors.
