Can a Campaign have 3 Programs and 3 different Contact Lists?

Hello

We seem to be having some challenges and I'm wondering if we're using ODM correctly. We have a single Campaign for a single breakfast seminar, however we have three Target Lists we want to approach with a slightly different message:

1. Clients
2. Prospects
3. Vendor Sales People


Since we hit Go on the Campaign, ODM seems to have overwitten our three Programs and the different Target Lists we created and forced the Client list into the three Programs. Ouch! So, our clients got all three emails.

Is this a bug, or have we perhaps not used ODM correctly?

The challenge is, in the same week we created a Campaign with two Programs and each Program had a different Target List attached. That was fine, looking at the reports it seems the right people got the right email.
