viewing a report in report manager after logging out and logging back in

I am running an FSG in 11.5.10.2 using oracle report manager.  In my publishing options i am using NO SECURITY.  I run the FSG it completes fine.  i select view template now -- select excel ouptu and everything is diplayed correctly.

I then log out of the e-business suite and log back in to the exact same responsibility that i ran the FSG in.  I go to view -- request and select the FSG (presentaion program) and select view output.  I get the view template now link and select excel as the output.  When i select excel it gives me the error "You do not have permission to view this contact sysadmin"
