Issues when trying to update S11.0 with NGZs to S11.1

I'm trying to upgrade a S11.0 SRU 12.4 system with two NGZs using the following commands:

# pkg change-facet facet.version-lock.service/network/dns/bind=false
# pkg change-facet facet.version-lock.network/dns/bind=false
# pkg update --be-name s11.1ga --accept

At some point I get the following console message:
