profile option for users to sync from ebs to oid

 Hi , 
We have done the sso setup with OAM11g and integrated EBS R12.1.3 . We have registered EBS also.

Now the users that i create in ebs fnd_user is not getting sync to oid. LEt me know if there is any profile option that i need to set for this sync to happen. But the users are syncing to ebs from oid.

Please help.
