Able to baseline a project only after opening closed GL periods?

Hi,

I am trying to baseline a project after adjusting the budgets appropriately. However i had to adjust the budgets for past periods which are currently closed. I made the corresponding adjustment through backend in PA_BUDGET_ACCT_LINES. However the project baselining still fails without giving any error in PA_BC_PACKETS. All the lines in PA_BC_PACKETS have status code starting with "P" and none of them have "F". The cause of the failure is not determined due to this.

However if I open the GL periods from project start date i.e. 2007 and till 2012 the budget gets baselined without any adjustments to PA_BUDGET_ACCT_LINES.
