ORA-12545 error for some databases

Hi,
We have 11g grig control and sometimes we getting below alert although the database/server up and running.  Nothing on the alert log.

Database version : 11.1.0.7
Server : Enterprise Linux Enterprise Linux Server release 5.2 (Carthage)

Any idea how to start troubleshooting?
