Troubleshooting when Simulation engine doesn't match last stat forecast

I have an unusual situation: simulations are not matching the latest stat forecast in the system in many cases. I don't mean the minor changes one expects from models like CMREG, but dramatic differences. See the screenshots for examples. The following checks were made:
* Is simulation profile based on Batch profile? YES

* Are there any difference between init_params_1 and init_params_99 that affect forecast? NO

* Are there any differences between the rows in model table where engine_profiles_id = 1 and engine_profiles_id=99? NO, because there are no rows with engine_profiles_id=99.

* Are there any differences between the rows in causal_factors table where engine_profiles_id = 1 and engine_profiles_id=99? NO, because there are no rows with engine_profiles_id=99.
