How to have MOAC feature in Web Based Project application like project management

Hello,

Can anybody guide me How to have MOAC feature in Web Based Project application like project management ?

Suppose User A has logged into Project Manager responsibility and is project manager for 3 projects in 3 different OU.

Can he access all the 3 OU project from single Web Based Project Manager responsibility to update status and do Budgeting and Forecasting from the web based application?

I know in forms you can do it. How to use the MOAC feature in web based application.

If yes what are the MOAC setups required for this.
