Web Development Client issue - assistance needed.

Hi All,
I have a problem: I have created web dev feature, regarding to the manual I found in Oracle Support. I built a full package and when I install this package to the fat client first I have a problem because the installer for webdev does not start. So I installed it manually apart from the package and the root issue occures:

I sign on my fat client, click Tools->E1 Menu, server is starting, IE s being opened BUT I get the sign on screen saying that security server is down or cannot be reached and when I put the password the issue still occures.
