Is there a way to stop items from being created when transferring between branch plants?

We do not want item master branch records to be created automatically when a transfer of an item is made from one BP to another.  The only way I see to stop this is to change the warining message "Item Branch Record Not Found" from a warning to an error.  I am hesitant to do this because I don't know all of the other ramifications of this action.
