Component pick release hard pegging items

Hi experts:

12.1.3 platform.

In PJM parameter, Allow cross project issue is uncheck.

In WIP, define a job with project number , the components are hard pegging.

Now, want to do Component pick release the job from common subinventry , common subinventory is un-locator control. But not successful.

Is it correct?  Is there any way can satisfy this request?
