When using 2 control values in the report definition FSG program output is the same for both columns

Hello group,

We are on Oracle 11i 11.5.10.2

We created a report (Run Financial Report - Operating Results) that compared 2 Budgets with 2 Control Value.

However, the 2 columns in the report shows the same exact information.  

Is there a reason or a setup that we might have overlooked that is making these 2 columns equal?

Is there any setup steps that we might be missing?

Could you tell me if there are any bugs with this Program-Report?
