11i: FSG's published in ADI; other users unable to drill - Excel issue?

We are experiencing an issue that I am hoping someone can help with.

We are in the process of upgrading our organization from Excel 2003 to Excel 2007, and I believe a result of this is that users are unable to drill on each others FSG's published in ADI if the reports were generated in the version of Excel they do not have.  For Example:

User A has Excel 2003

User B has Excel 2007

User A publishes an FSG ad emails it to User B.  Use B is unable to drill on the report.  and Vice versa.

Does anyone have any experience with the same or similar issue?
