What applications that run on the Oracle platform include a background job scheduler?

I'm not sure I'm in the best community (Exadata General), but was unable to find one to match my question.

I understand the oracle database has the DBMS_SCHEDULER and E-Business Suite has the Concurrent Manager.  Do these work together?  What other applications include a background job scheduler?  Do they all use the DBMS_SCHEDULER?
