How do I drop and recreate the DB Console

Hi Everyone,
As you know, DB Console is the standalone management console for an Oracle 10g or 11g Database.  Dropping and recreating this console continues to give many people grief usually because of environment settings.  If you are having a problem with setting up or removing a DB Console, feel free to use this thread to discuss your issue or offer advice for other community members.
