Unexpected Error When Downloading a Budget Wizard Template

We are on EBS R12 (12.0.6) and have been using Budget Wizard for the past few years to upload budget balances.  Our Budget Wizard template has not been changed in the past 2 years.

All of a sudden, we are receiving an XML-related error when attempting to download a Budget Wizard template.  The error is:

Only one top level element is allowed in an XML document.

Error: -1072896683 SystemId:http://host.domain:80/OA_HTML/BneDownloadService?bne:client=false&bne:client-

Parameters=Book1;sheet=Sheet1&bne:documented=

Does anyone know what may be causing this issue?
