BI Publisher - Scheduler

BI Scheduler is not working. When i tried scheduler diagonistics this is the error returned

Start Error; JMSAdminWrapper failed to start JMSWrapper, javax.naming.CommunicationException [Root exception is java.net.ConnectException: t3://localhost:9704: Destination unreachable; nested exception is: java.net.ConnectException: Connection refused; No available router to destination]

Can you please tell me what does this mean and how should i make schedule running
