Oracle BI Publisher 10.1.3.4 Desktop - Trying to install on Windows 7 64-bit Office 2012 32-bit

When I run the setup.exe it opens a cmd prompt, passes all of its pre reqs. Shortly after the OUI is launched and says "setup.exe has stopped working."

How can I install this?? I need this because 11.x is not compatible with EBS R12 and causes issues.
