Can you link an Internal Requisition to a Project?

The Oracle Projects modules in scope are: Costing, Management and Billing. Can you create an internal requisition for a project?

Scenario is as follows:

1) Belgium Project creates an internal requisition to request an order fulfillment from US and MX organizations

2) US and MX organizations create a sales order based on the internal requisition and ships the order to Belgium Project

3) Upon shipment, the cost of the sales order fulfillment should be charged to the project as an actual cost on the project

Can the above scenario be done? Project Manufacturing module is not in scope.
