Label Printing in 4x4 format

Hi ,

I am working on 4x4 template.Iam trying to achive it but not able to do this.Please suggest some solution.Below is the scenario iam looking for.

For one Order there will be n number of items.So i want to display items numbers with country of origin in labels.So item numbers should come as column wise.Please check the sample attachment.

Challenging part is to get items in column wise,see example after ITEM20 ,ITEM21 is coming in same label as column.
