After running prepayroll and journals, the row options to review journal summary and journal details

After running pre payroll and journals, the row options to review journal summary and journal details be greyed out.  Both prepayroll and journals are a "1" in the workbench.  This is sporadic issue.  We are having to reset/rerun payroll and journals in order to review.  Has anyone else had this issue?  Any resolution?
