Basket Repricing

Basket pricing/repricing is working fine for new orders, but what about add ons. Some of the order lines are closed or are in shipping and at a protected status. If I add a new line P4210 only applies basket pricing to the hew lines instead of the whole order. How does the F42750 and F42950 apply basket repricing when lines are at different status.
