What is the best method for connecting to an Oracle system (i.e. E-Business Suite) from an external

I am interested in providing an interface to the job scheduling system (Concurrent Processing and/or DBMS_SCHEDULER, etc.) in Oracle so whatever provides the best performance will be desired.
