Top wait : SQL*net more data to client

 Customer lauched a new application on database at  Exadata X2-2.
Hundreds of  client report they comes into " no response"  for serveral times.  When monitor the performance in EM, there no other event ,only show "Top wait : SQL*net more data to client" . 

With ASH , we found some developer connect to database  with plsqldeveloper.exe to do some create and select operation.

Network admin checked and told no network error during  the time.

How can we to confirm that the " no response"  issue was related to the "Top wait : SQL*net more data to client" . 

For it's new application,  developer need do some change on production database.  So ,I wonder if we can use DBRM to control the CPU usage for developer's account to prevent the ":no response "issue.
