Didn't find 12.1 version of patch 11681786

Release 12.1.3

While performing PPA for patch 14369192 we faced with pre-requisite patch 11681786 and didn't find 12.1 version of this patch.
Please advice what actions should we perform in this case, can we skip this patch.
