patch 8855023 fails with adprdf(): At line 3 in file u8855023.drv "This patch cannot be applied to y

Hi,

We are upgrading oracle application from 11.5.10.2 to 12.1.1

Our source installation is:

Application Version: 11.5.10.2
Database Version : 11.2.0.2
 
We are following the below doc:

Oracle® E-Business Suite
Upgrade Guide
Release 11i to 12.1.1
Part No. E16342-04

Now we are at "3 Upgrading to Release 12.1.1"

In this chapter according the step "10. Run the American English upgrade patch driver (required)", We are
applying the patch #6678700. We got the below error

ERROR at line 1:
ORA-00979: not a GROUP BY expression
ORA-06512: at line 38

we were directed to the oracle doc #1083981.1 which suggested to apply the patch #8855023. and while applying this patch we got the below error.
