Oracle Enterprise Edition 11g and number of CPU's

Hi,
My understanding  Oracle Standard Edition (SE) can be used/installed on a server with a maximum of 4 cpu's. If you have more than 4 cpu's you have to have an Enterprise Edition license. This is clear but just a technical question: if SE is installed on a 8 cpu server will it only see/use 4 cpu's?
I ask this because of some fancy cpu partitioning an IT architect  has proposed.
