code to email an attachment - file in UCM or WebCenter Content

I have a developer who is asking the following:  they need to send notification to the users, but that notification is stored as a file on the file system.  To be more concrete, the the notification files are stored in WebCenter Content.  When sending email to the users, they want a file from WebCenter Content or UCM to be sent as an attachment to the email.

If anybody has done something like this and would like to share with us, we would appreciate it.
