Unable to download GDF Patch 13710083:R12.AP.B

Patch 14273383:R12.AP.B indicates that we should apply the GDF patch listed in Note 1450194.1, however the patch listed in this note, GDF Patch 13710083:R12.AP.B for R12.1.X, has been retired and cannot be downloaded. Is there a replacement GDF patch that I should use instead?
