Sev1: Error applying the GDF patch 14337501

Hi,
Apps 12.1.2
Customer is applying AP patch 14337501 and it is failing.
This patch has pre req AP patch but AP devlopment allowed them to skip the pre req patch.

Patch and adworker logs show..

FAILED: file ap_Rel_Inv_frm_TermPPR_sel.sql on worker  1 for product ap  username AP.
Assigned: file ap_Rel_Inv_frm_TermPPR_sel.sql on worker  1 for product ap  username AP.
