Patch 12807777 - 11I.HR_PF.K.DELTA.7 Causes PAY_ASG_LINK_USAGES_PKG to be Invalid

After Applying patches 12807777, 14281872,
and 13929653 in our Test and Production instance the
APPS.PAY_ASG_LINK_USAGES_PKG body is invalid and gets the following
error when we try to compile it:
PACKAGE BODY APPS.PAY_ASG_LINK_USAGES_PKG On line: 1227 PLS-00306: wrong number or types of arguments in call to '!='
This
invalid package body is preventing HR from making any changes to the
assignment record for an employee. When trying to update an assignment
for an employee the following error occurs:
ORA-04068: existing state of packages has been discarded
