Unable to Response Supplier Performance Evaluation from Buyer after publishing the RFI. Response pag

Hi,

 We have created a RFI for Supplier Qualitatative Performance Evaluation and added the members(Buyers) for Scoring. Upon Publishing the Internal RFI the Buyer is not prompted for response or Response page link is not visible in Buyer responsibility. Sourcing Homepage only displays the list of  RFIs in Published Negatiations Block and there is no Parameter to select for Rresponse in Actions of any particular RFI. We have a Option for 'Create Surrogate Response' but it is not for used for directly responding the RFI. buyer has the following responsibilities - Sourcing Buyer, Sourcing Team Member, Supplier Management User
