Can We make the field 'Accounting Rule' and 'invoicing Rule' in Service contracts form 'Non-Mandator

Currently the fields 'Accounting Rule' and 'invoicing Rule' in Service contracts form , are mandatory.Can we make them Non- mandatory through any set up or Form Personalization.

Can anyone help me.Its quite urgent,
