Unexpected error when installing Patch 14723262

Problem Description
---------------------------------------------------
When deploying patch 14723262  the following error appears:

This patch requires the following codelevel or higher: 'R12.HR_PF.A.10'.
The current on-site codelevel for the entity 'hr_pf' is : 'R12.HR_PF.A.9'.

When checking the database R12.HR_PF.A.10 is indeed applied:
