Question about patch 13801023

Problem Description
---------------------------------------------------
Patch readme shows to apply this patch, along with 2 others.(13801023, 13801081, and 14227472)
However, there is another note to  drop and recreate an index to speed performance and here it says:
(1) Recreate the index CM_CMPT_DTL_U1.  This can be done before applying the
second patch 13910275:R12.INV.B.

Where is this 2nd patch listed in prereqs? Are to install 13910275 also?
