Solaris 11 passwd -e issues

 It seems like on all our Solaris 11 systems it's impossible to use 'passwd -e' to change your own shell. Judging from the man page, it seems this should be possible.
I'm aware that down at the bottom it lists 'solaris.user.manage' authorization needed to use the -e option, but I'm reading that as able to use -e for other users. Is there something I'm missing for allowing users to change their own shells?
