Report to show Budgets Pending Submission / Baselining

Is there a seeded report / view that will give budgets that have not been submitted and/or baselined?  We have 1 group uploading, another group baselining and they want to get away from emailing each other and instead let Oracle show the 2nd group what is pending action from them.
